The Dr. Jeremiah Cameron Park & Westport Stormwater Design Improvements is being implemented by KC Water to mitigate stormwater flooding within the Westport District of Kansas City. This project is currently in the design phase of a progressive design-build project, which is expected to advance quickly to the final design and construction stages in 2025.
WHY DOES WESTPORT FLOOD?
Westport’s Mill Street was historically “Mill Creek”. As the area developed, the creek was enclosed in the underground combined sewer system, and drainage paths were obstructed. The sewer system is undersized and overcapacity, causing frequent severe flooding in Westport today.
WHAT HAS BEEN PROPOSED?
Three primary interventions are being designed to mitigate flooding:
Downstream underground storage at Dr. Jeremiah Cameron Park.
Upstream underground storage beneath the Sunfresh parking lot.
The reconstruction of Mill Street to collect and move stormwater between both storage systems. The street reconstruction will incorporate green infrastructure for more resilient stormwater management while facilitating an improved spaces for pedestrians, vehicles, and parking.
WHAT WILL THE PROJECT COST?
A 2022 construction estimate based on the preferred design alternative was $23.5M, which is a third of previously explored storm water interventions. 2D stormwater modeling tools helped to optimize the interconnected pipe and storage systems to resulting in a more cost-effective and sustainable solution. This project is supported by General Obligation Bond Funding.
HOW WILL MILL STREET CHANGE?
A multidisciplinary design team of landscape architects, urban designers and engineers are working with Westport stakeholders to enhance the design of Mill Street. The team is exploring permeable pavers, tree planters, underground storage and traditional stormwater piping that will also facilitate widened sidewalks, on-street parking, and other amenities that enhance the character of Mill Street, while addressing stormwater management and safety issues.

Construction is expected to begin in Quarter 2 of 2025.
